Final regulations - “Treasury inflation-protected securities” and bond premium carryfoward 

January 14: The Treasury Department and IRS today released for publication in the Federal Register final regulations (T.D. 9653) that adopt “without substantial change” regulations issued as proposed and temporary regulations in January 2013 under sections 171 and 1275 concerning the tax treatment:
  • For holders of “Treasury inflation-protected securities” issued at a premium, and
  • Of a debt instrument with a bond premium carryforward in the holder’s final accrual period, including a Treasury bill acquired at a premium

The preamble to today’s final regulations states that no comments were received in response to the January 2013 temporary regulations, and that today’s final regulations “are substantially the same as the temporary regulations.”
