The Federal Reserve Board (“Fed”), Office of the Comptroller of the Currency (“OCC”) and Federal Deposit Insurance Corporation (“FDIC”) have jointly released three interagency proposed rules that would revise and replace the agencies’ current capital rules to implement in the United States the Basel III capital framework agreed to by the Basel Committee on Banking Supervision (“Basel III: A Global Regulatory Framework for More Resilient Banks and Banking Systems,” hereinafter “Basel III”) as well as capital requirements mandated by the Dodd-Frank Wall Street Reform and Consumer Protection Act (the Dodd-Frank Act”).
