People’s Republic of China – Rules Altered on Permanent Residency to Lure Talent, Investors 

KPMG Advisory (China) Limited reports that Circular No. 53 has been issued to clarify the benefits entitlement of foreigners who hold Chinese permanent residency (PRC PR) permits. Foreigners who become permanent residents are entitled to the same rights and obligations as Chinese citizens. The entitlements that come with PRC PR are viewed as a Chinese ’Green Card’ system with the aim of attracting foreign high-level talent and investors to work or invest in the People’s Republic of China.
