Australia - GST implications of supplies under national disability insurance 

July 31:  Australia’s introduction of the National Disability Insurance Scheme (NDIS)—effective 1 July 2013—may have goods and services tax (GST) implications for entities providing disability supplies or support to participants under the NDIS.

What may not be realized is that the GST status of some disability supports may have changed.

Various “health” supplies are currently GST-free, including certain specialist disability services, medical services, medical aids and appliances and community residential care.

Some of these supplies are only GST-free when the supplier receives government funding for the service under prescribed legislative provision. A feature of NDIS is that funding is provided directly to participants to purchase disability support from the supplier, thereby potentially affecting the GST-free status of the supplies.
