Since countries in the CEE region joined the European Union in 2004, 2007 and 2013, it has become apparent that effective utilisation of EU support can foster the success of their economic performance. Now the region finds itself at the end of the 2007-2013 programming period which allows for more strategic conclusions based on an analysis of the EU Structural and Cohesion Funds (SCF) absorption rates. Developing an appropriate, focused strategy for the allocation of EU SCF is only the first element, though a basic step in implementing EU cohesion policy. The successful implementation and absorption of EU SCF is contingent not only upon the effectiveness of the Member States’ administrative systems, but also on the activity of the potential beneficiaries.
This report provides an overview of the progress of the National Strategic Reference Frameworks nearly at the end of the programming period 2007-2013. Analysis of these data will help with planning and utilisation within the next programming period 2014-2020. We trust that this report will assist stakeholders to develop a comprehensive picture of the implementation status in each of the CEE countries and within the region as a whole.
