KPMG is implementing, jointly with regional health care and social policy ministries, a program for training specialists, who work with children, in early intervention technologies. The main focus of the three-year program is to help disabled children, children growing up in families at a state of crisis and also children living in orphanages.
Early intervention programs (EI) are programs aimed at supporting families (biological parents or foster parents) with young children (from birth to six years of age) suffering from disorders or at high risk of suffering such disorders. These are interdisciplinary, family-centered programs conducted by a team of specialists. The care program is being developed based on the requirements of both child and family.
Due to their effectiveness EI programs are being successfully implemented in Western European countries and the USA. The need to develop similar programs in Russia is recognized not only by the professional community, but also by the state authorities. The development of EI programs has been listed as one the top five problem areas in the Russian Federation.
This project pools resources of business and executive authorities and the aspirations of individuals currently working to help families and children. Our goal is to promote qualitative changes in the development of new social technologies for socially vulnerable children of early age and their parents. To study and implement new working methods, KPMG engages the best early intervention experts who have experience working in Russia and abroad. Since 2010 the project has also been supported by the United States Agency for International Development USAID. As a result it has become possible to engage the world's leading experts in early intervention technologies and leverage the best experience of child support systems.
On the completion of the project we would like to see the sustainable functioning of early intervention services in pilot institutions in Nizhny Novgorod region.
