Globalization and digitization are fundamentally changing our societies at an unprecedented scale and speed with data acting as the fuel for the digital economy. The public sector is also facing large and often disruptive changes. Not only are public sector organizations confronted with more demanding citizens and enterprises, but they also have to adapt their way of working to the new challenges. Quality and speed of service are more important than ever while there is continuous pressure on cost efficiency and transparency. KPMG recognizes the complexity that comes with such public sector transformations and has therefore built dedicated, multidisciplinary public sector teams around the world to help our clients.

The KPMG Public Sector team in Belgium provides a broad range of Advisory, Tax, Legal, Accountancy and Audit services to multiple organizations at the different government levels in Belgium, ranging from federal to regional governments, local administrations and public entities. We focus on four policy domains - mobility, health, public finance and economy, and public safety - as well as a number of key transversal services that are high on the agenda of public sector leadership, both at political and administrative levels. These include organization redesign and (digital) transformations, data management and analytics, smart/connected government, cyber security, internal audit and risk management, the use of new technologies such as Robotic Process Automation (RPA), Artificial Intelligence (AI) and Blockchain, and public-private partnerships.

Challenges & trends

cost efficiency

Cost-efficiency

Governmental organizations face never-ending pressure to do more and better with less. We support our clients in increasing their cost efficiency and operational excellence, as well as their effectiveness and agility.

Customer centricity

Customer centricity

Governments face a new cohort of young and more demanding citizens, clients and enterprises. These rising demands require a shift towards smoother customer journeys, ‘no wrong door’ thinking and a renewed focus on customer needs, mainly through digitization efforts.

New technologies

New technologies

New technologies such as AI, RPA, chatbot and blockchain can have a profound impact on governmental organizations. We assist our public sector clients in integrating these new technologies into their operating and service delivery models, with an increased focus on and vigilance towards cybersecurity.

World Environment Day concept: Green mountains and beautiful clouds under the blue sky

ESG redefining governments’ roles and ambitions

Driven by the EU Green Deal, Environment, Social, and Governance (ESG) frameworks also require governments to adopt long-term, integrated planning and budgeting, with a push towards scaling and accelerating implementation. To facilitate these transitions, governments must rethink their strategies and approaches, develop new value and business cases and partnership models, improve actionability, and retrain their staff.

State reforms & regulatory changes

State reforms & regulatory changes

Frequent changes in institutional structures and the regulatory framework have a significant impact on governmental organizations at a federal, regional and local level. These reforms require redesign, integration and separation support as well as a need for even more collaboration across the public sector value chain and ecosystem.

Data-driven policies/smart government

Data-driven policies/smart government

Data is the new gold for governments, challenging them in the way they work and the way in which they inform their policy process. Future-proofing the Public Sector implies working towards a smarter and more data-driven government, as well as a more holistic policy making process, empowered by the use of advanced data analytics.

COVID-19 crisis

COVID-19 and beyond

The COVID-19 crisis has had a significant impact on both individuals and businesses. Within the Public Sector, we have and continue to support our clients – such as health & financial-economic administrations – in crisis management, post-crisis recovery and prevention of the next crisis.

Compliance

Compliance

There is a heightened awareness and increased number of audits by tax authorities at federal and regional level. This is resulting in an increased focus on tax compliance throughout all processes within a constantly evolving environment.

Strategic advice

Strategic advice

We provide strategic advice on public procurement procedures for services, goods and works both in the traditional and utilities sector, including the audit of internal public procurement processes.

Key Services involved in the Public Sector

The key Advisory services for the Public Sector can be divided into five competence clusters:
  • Our Risk & Regulatory cluster provides advice on internal audit and risk and compliance management.
  • The Strategy cluster focuses on strategic planning, integration and separation.
  • Business Consulting supports clients with process analysis and optimization, organization redesign, procurement, asset and financial management and customer excellence.
  • Our Deals cluster focuses on (the public sector side of) public-private partnerships, infrastructure investment and debt advisory.
  • Our Technology cluster provides key services such as data management and analytics, AI, digital transformation, innovation and Cyber Security.

Our Tax department assists customers with determining their (in)direct tax status and related compliance obligations (e.g. filing VAT returns, legal entity tax, (im)movable withholding taxes etc.). Not only does this cover advice on, for example, VAT scans, request of rulings, but also covers implementation of the advice in the day-to-day processes. The Tax department also provides support on “externalization” (such as AGB/RCA, Zorgbedrijven) and “collaboration” (intermunicipalities, independent groups, PPP, etc.) initiatives, as well as support during audits

Our Legal department offers numerous services, including: Public Procurement (e.g. strategic advice, implementation of the procurement strategy, legal advice and drafting of tender documents and analysis of tenders, SWOT analysis, negotiations, analysis of internal procurement processes, analysis/critical review of tender documents, framework agreements, know how transfer, execution of procurement contracts, litigation etc.) , PPP (Public/Private Partnership) in construction, DBFM(O), ESA 2010 and Public & Administrative law (advice on the Decree and local government, advice regarding administrative simplification, advice regarding civil service legislation etc.).

Our Audit & Assurance services go beyond the audit of financial statements. Assurance can be provided on interim financial statements and on the information that is used to manage, govern, transact with and invest in any type of organization in the Public Sector. With an increasing demand for more accountability and transparency from organizations in all aspects of their business, assurance on non-financial information can help instill confidence when management takes important decisions on behalf of an organization. Our Assurance services also include expert services (e.g., intervening to help resolve conflicts between different parties) and sustainability readiness assessment and assurance.
