IAD Summit 2012: Converged regulator 

Technology and customer preferences are blurring the lines between voice and data as well as between telecommunications and entertainment services. Separate regulation can create barriers to the development of new services or pricing initiatives, and could deter investment in new technologies if operators are not able to get the full benefits.

In addition, as the technical skills required for economic regulation of electronic communications networks and services are very similar to the skills for economic regulation of other network-based industries/utilities (such as energy, water, transport, post and others), it is often possible to achieve synergies by combining some or all of these regulators and share expert resources.

 

This also has the benefit of a consistent approach to economic regulation across sectors.
