Telecommunication regulation in Africa 

African telcos, particularly mobile phone operators, have experienced phenomenal growth. Despite this growth, accessibility has remained very low, with penetration rates at less than 50% and telecommunications costs 20% of the average per-capita income. This is compared with the 8% as a world average and 1% in the industrial nations.
