Update - Consumer Protection Act 

There have been a number of developments in regard to the Consumer Protection Act of 2008 (CPA) which is due to take effect on 31 March 2011.

In this regard, the National Consumer Commission was officially launched on 11 March 2011.  The National Consumer Commission has published the following:


  • Draft guidelines for the development of industry codes of conduct for accreditation in terms of Section 82 of the CPA. Comments close on 30 March 2011
  • Draft enforcement guidelines for the National Consumer Commission in terms for the CPA.  Comments have already been closed.

Medium and low capacity municipalities exempted

The Minister of Trade and Industry has decided to exempt low and medium capacity municipalities from the CPA, which takes effect on 31 March 2011. About 200 of the 283 municipalities are currently classified as medium or low capacity municipalities.
