Since joining KPMG in South Africa from our Healthcare Advisory Team in the UK, Rob has been working closely on the National Health Insurance (NHI) agenda, helping a number of clients – including the Hospital Association of South Africa (HASA) – develop their strategic responses to the Government’s policy proposals on NHI.
Prior to joining KPMG, Robert worked for the UK Department of Health, where he led the policy development of the financial failure regime for acute hospital providers.

Rob is currently working with the Gauteng Provincial Department of Health on a major project designed to identify and address the root causes of the long-standing and high-profile challenges the Department is facing in supply chain; finance, human resource management and strategic leadership
Rob managed a multi-disciplinary KPMG team supporting the Strategic Health Authority and the commissioners in the NW London Sector in redesigning the acute provider landscape in the sector to meet the future health needs of the population.
Robert recently worked with a £460m hospital provider in the UK to develop a five-year clinical strategy, responding to changes in the funding and policy environment both locally and nationally. Rob advised the board on the organisation’s future strategic direction, whilst working closely with general managers and clinicians to deliver the skills transfer that would ensure effective and sustainable implementation.
Acute provider turnaround
Robert was part of the multi-functional KPMG team supporting an NHS Foundation Hospital Trust develop a turnaround plan to address recurring deficits in excess of £10m p.a. The turnaround plan tackled systemic issues and inefficiencies in the organisation’s back office and the configuration of its services.
Robert developed and refined a new configuration for urgent care which would support an acute hospital provider in achieving financial balance when faced with an under-sized catchment population and political demands for a full range of services.

Rita Owino is a manager in the healthcare practice for KPMG in East Africa. She is a certified Six Sigma Green Belt professional with over 13 years’ experience in healthcare, primarily in the managed care setting.
Rita has worked with providers (hospitals and medical groups/physicians) and payers (government, employers and health insurers) to manage total cost of healthcare related to quality improvement and cost reduction. Jelco joined KPMG South Africa’s healthcare advisory team in July 2012. He holds a Masters degree in Health Economics and in Health Sciences. During his studies Jelco lived in South Africa for a period of 6 months conducting his master thesis research at one of the big three private hospital chains. He joined KPMG’s healthcare advisory practice in The Netherlands in 2008. Anuschka comes from a clinical background and has extensive experience in the healthcare industry, varying from market research to sales experience, health economic analysis, clinical trial operations, actuarial reporting, health risk management, data modelling and product development.
As a health economic consultant, she has worked with many governments across Africa, and private organisations, such as the Rockefeller Foundation, the HSRC and Sovereign Health, on projects that involve protocol design, data collection and analysis, budget management and presentation of results, in local and international forums.
At Novartis, she initially worked in a scientific marketing/sales position but later moved into clinical trials operations, travelling through-out Africa, establishing clinical operations, developing a network with key state officials and managing a team of medical advisors.

Lizwe is a people and change consultant with a diverse range of skills and experience, having worked in various senior roles in private and public organisations to implement strategies, manage HR and lead change projects.
Lizwe’s area of expertise includes people and change management, union negotiations, mergers and acquisitions, leading HR projects, strategic reconfiguration, organisation design and development and managing diversity. Whilst working for West Sussex PCT, Lizwe led an organisational redesign and restructuring process and saved over £500000 (over R5m) in structured people costs.

When the European Working Directive (ETD) was enacted into law in the UK (Working Time Regulations), Lizwe worked as Project Manager-Junior Doctors Hours for a Trust in Brighton. He was successful in achieving 96% compliance in 2002 - 2003 Ministerial Returns (previous year compliance stood 66%). The success was achieved by using an analysis, design, and delivery, implement and monitor or evaluate cycle. Essentially it was project managing from a concept stage to a business case design, including change and HR management.
Lizwe also has a financial background, having worked as a financial accountant for a few years. His experience as a clinical professional in the National Health Service and BUPA, has provided Lizwe with an understanding and appreciation for healthcare and healthcare provision, both in the private and public sectors, knowledge and skills which are transferable.

Andre is an Associate Director, Global Infrastructure, and has done several business plan and valuation exercises where he developed analytical and modeling skills. He has also specialised in infrastructure procurement and financing, having dealt with financial institutions such as commercial and investment banks, the DBSA, ADB, EIB, IFC and other multilateral funding agencies.
He has been involved in several PPP projects in the health sector. He advised the National Department of Health in South Africa and DBSA on the new Dr. George Mukhari hospital feasibility study and the Limpopo Government on the Limpopo Nursing Colleges feasibility study. Andre also advises infrastructure developers on some other private side initiatives in Africa.
Whilst at KPMG in Portugal, Andre advised José de Mello Saude, Somague and Edifer on the context of Portugal’s Health PPP programme, which also included clinical services as part of the PPP Agreement. The Braga Hospital , European Healthcare Deal of the year by Euromoney, had the financial close in February 2009, while the Vila Franca Hospital started construction in March 2011, after a long and intensive procurement process. Andre was part of the team advising Mota-Engil and Somague in their bid for the Terceira Hospital, which was successfully closed in October 2009.
Before joining KPMG South Africa, André advised an infrastructure fund on a buy-side mandate for health opportunities in Portugal and he also assisted José de Mello Saúde (largest clinical provider in Portugal) in their divestment from non-core assets on what we call internally Infrastructure M&A.

Kathy is a Principal Consultant with expertise in public and health sector strategy, planning, transformation and project management.
Kathy has 15 years experience working in the public sector as a manager for provincial government and then as a management consultant. She has project-managed a wide range of international, national, provincial and local government public sector and health projects.
Before joining KPMG, Kathy worked as a consultant with Palmer Development Group (PDG) where she managed a range of large projects, including an evaluation of a national health programme in Uganda for the World Bank, an evaluation of the Special Poverty Relief Allocation for National Treasury, studies of Public-Private Partnerships in local government and health strategies for a range of municipalities.
While with EOH Consulting, Kathy was the project manager for an OD audit of a hospital complex for Free State Department of Health, customer satisfaction survey of hospitals and clinics in the Eastern Cape, institutional capacity assessment of health services for Amathole District Municipality, and also carried out an evaluation of training needs for nurses in Eastern Cape hospitals.
Kathy also worked at the Gauteng Department of Health where she was responsible for district service planning.
