EU - “Expert group” to study digital taxation  

October 22: The European Commission announced the creation of a “High Level Expert Group on Taxation of the Digital Economy” that will be tasked to examine the best ways of taxing the digital economy in the EU.

As noted in the EC release, the digital economy “expert group” will be asked to weigh both benefits and risks of various approaches; identify key problems with digital taxation from an EU perspective; and present a range of possible solutions.

The EC will then develop any necessary EU initiatives to improve the tax framework for the digital sector in Europe.

The expert group will be comprised of up to seven members, who will be internationally renowned experts on the digital economy and on taxation. It is anticipated that work will begin before the year-end, and that a report to the EC will be made in the first half of 2014.

The EC release also states that the EU “…will continue to contribute actively to the work underway at global level in this sphere, within the context of the OECD's BEPS. The aim is to ensure a coherent and complementary approach to digital taxation at EU and international level.”
