Our Reform page explores the latest thinking on how to address the issues facing the public sector. The recent “Open Public Services” White Paper marks a potential watershed in the approach to the delivery of public services. Putting its principles into practice will take careful planning. While the challenges are significant, we believe that through our specialist insight and experience the public sector can unlock a unique opportunity to revolutionise and revitalise its culture, its services and its relationship with the population it serves.

 

Senior local authority executives support Government proposals to enable them to appoint their own auditors, according to a survey by KPMG, and believe that such proposals will enable them to gain better value for money.

 

This paper on non-core services includes new perspectives on how to respond to the current financial challenges . Cutting costs and maximising resource efficiency is necessary but insufficient; a complete rethink is required. This paper goes further, considering the benefits of private sector cooperation, use of modern technology, and how to extract value from the unique services of public sector organisations.

 

On the road to public service pension reform

 

In response to the Hutton report, KPMG issued an e-announcement to discuss Lord Hutton’s recommendations and the wider public service pensions reform that is currently underway. KPMG believe that many public service employees may be forced to re-think their future, especially in light of wider pay freezes and tax changes (such as National Insurance contributions). As part of this assessment, employees might consider opting out of pension schemes – particularly as a result of having to pay higher employee contributions – one of Lord Hutton’s major concerns.
