West Coast Franchise: DfT needs to quickly restart tendering process

Commenting on today’s announcement from the DfT to award the extension of the West Coast Franchise to Virgin and Stagecoach Group, Dr. Ashley Steel, KPMG’s global chair for transport said:

“Given the postponement of the tender processes for the West Coast, Great Western, Thameslink and Essex Thameside contracts, the news to extend the West Coast franchise to Virgin and Stagecoach was the only sensible option DfT had given the short time available before the existing contract expiry.

“It is vital that the DfT now regroups, takes on board the recommendations of the Brown review, due at the end of December, and quickly restarts the tendering process. What the sector needs are solutions to allow full participation of operators in order to maintain the benefits of competition in the industry. Further slippage and ongoing uncertainty will be harmful and risk losing access to private sector investment – this cannot be in the interests of UK plc.”
