The PPP Week brought together the most authoritative industry experts to share best practices and exchange experience within the context of a programme of business events and discussions. Representatives of both global and local KPMG practices took part in the infrastructure congress.
The first PPP Week event was a plenary session called "PPP Ideology or PPP as Ideology", at which Alexei Romanenko, Head of Transport at KPMG in Russia and the CIS, gave a speech. Alexei noted the exceptional importance of PPP arrangements for the implementation of major projects –the sort that improve their region's level of economic development and create jobs.
There was great interest from those attending the event in the session on "The State as a qualified customer", at which Anton Peshkov, Director, Infrastructure and PPP, shared KPMG's extensive experience of aspects of preparing PPP projects and assessing the effectiveness of their implementation, Anton also took part in a panel discussion on airport development.
Reflecting the interest from foreign investors, the PPP Week also included an international seminar called "PPP in Russia: a guide for foreign investors", moderated by Bastien Simeon, Global Head of Water at KPMG. In addition, Bastien spoke at a special session on water and utilities services.
Given the clear shortcoming of PPP operators with experience of management within Russia, and the difficulties with finding qualified personnel in this area, the experience of international consultants is invaluable. Oleg Goshchansky, Chairman and Managing Partner at KPMG in Russia and the CIS, expressed the hope that KPMG's extensive experience would help in the development of an effective, competitive and transparent PPP market in Russia.
