With a long record of public service, predominantly at the state level, Paul leverages his experience to provide insightful advice in areas such as quality assurance monitoring, systems integration, project management, change management, strategic planning and risk and issue management.
Paul's more recent experience includes the leadership of projects with U.S. Health and Human Services (HHS) clients at both the local and state levels, as well as various provincial and federal initiatives in Canada. He has also supported systems implementation programs at the State of New York's Statewide Welfare Management program.

As Head of KPMG's Global Human & Social Services practice, David works with KPMG's network of member firms to develop and deliver valuable services to their government clients.
Prior to joining KPMG, David served as Acting Assistant Secretary/Principal Deputy Assistant Secretary within the U.S. Department of Health and Human Services (HHS) operating division known as the Administration for Children and Families, where he was responsible for a broad range of economic support, early childhood, child welfare and special population programs.
David was also the Commissioner of the New York State Office of Temporary and Disability Assistance and previously was Chief of Staff for the City of New York's Human Resources Administration.
