John’s unique understanding of the challenges of federal government healthcare IT has a global relevance.

A positive change agent for government IT

With more than 30 years of public sector health and human services IT experience, John has been at the forefront of technological innovation in the sector, acting as a champion for health information interoperability.

As associate deputy assistant secretary for IT and deputy CIO for the US Department of Health and Human Services (HHS), John was responsible for information resources management, including strategic planning, enterprise architecture and IT capital planning. He also worked with state government and private sector leaders in technology and healthcare to improve public health programs through the use of IT.

Through his leadership, the HHS successfully realized tens of millions of dollars of cost savings, particularly in health IT and administrative systems. He helped change the way of thinking to increase efficiency in IT acquisition, software licensing and telecommunications.

Prior to this, John was associate director for IT architecture at the Centers for Disease Control and Prevention, where he kick-started a harmonized approach to systems architecture across a highly federate organization. He began his career at the center for Medicare and Medicaid Services and the Social Security Administration, where he held IT -related positions and was involved in large scale database migration.

In 2011 John received a Federal-wide Excellence Award for Outstanding Achievement in Health IT . He is one of only six inductees to the Federal Enterprise Architecture Hall of Fame, and is much in demand as a speaker at national and international conferences. John has a Bachelor’s degree in biology from Bridgewater College, Virginia, US.
