David O'Brien

David is an industry expert with over 30 years of experience in the public sector managing some of Canada’s largest municipalities, including the City of Ottawa and the City of Mississauga. As City Manager, David was responsible for formulating the city budget forming and implementing city policy, improving efficiency in city services and supervising all municipal departments.

 

David served as President and Chief Executive Officer of Toronto Hydro Corporation, Canada’s largest municipal electrical utility, He also spent six months with Ontario’s Ministry of Energy, joining as Associate and then promoted to Deputy Minister. From 1995 to 2004, David was appointed the City Manager for the Corporation of the City of Mississauga in Ontario. Mississauga is Canada’s 6th most populous municipality and one of the fastest growing cities in Canada. Mr. O’Brien was the Chief Administrative Officer for the Corporation of the City of Ottawa, from 1989 to 1995. From1987 to 1989 David was the Chief Administrative Officer for the Corporation of the City of Gloucester. He was Chief Administrative Officer, Regional Municipality of Ottawa-Carleton from 1983 to 1987. Mr. O’Brien held various positions with the City of Sudbury from 1974 to 1982 and was appointed the Chief Administrative Officer for the City in 1980. Currently he is a board member for OMERS, Apex Co.,Vantage, Summerhill Group (Advisory Board) and Hatch (Advisory Board).

 

Special Assignments:

 

  •  Special Advisor to the Ontario Ministry of Municipal Affairs and Housing to restructure the Hamilton-Wentworth Region into one single municipality from seven former municipalities. The work required extensive presentations to the various municipal councils as well as more than fifty public meetings.
  • The “Who Does What Secretariat” was established by Ontario Premier to review the allocation of responsibilities between the Ontario Provincial government and all of its municipalities. David was one of only two municipal representatives on the Secretariat that culminated in a complete revamping of responsibilities and a reallocation of hundreds of millions of dollars of funding between the two levels of government.
  • Mr. O’Brien was seconded to be the Deputy Minister of Energy in 2004. This position reported directly to the Minister of Energy and involved a review of the Energy Act as well as work on pricing for electricity supply in Ontario.
  • David was one of four municipal representatives chosen to rewrite the Municipal Development Charges Act in 1998. This Act became the foundation for the legislative right of municipalities to levy development charges on all new construction.
  • Mr. O’Brien has worked with the Federation of Canadian Municipalities (FCM) on behalf of the Canadian International Development Agency (CIDA), to develop a community outreach program for planning and development programs for a satellite city to Beijing.
