Vietnam - Tax administrative, individual tax measures effective July 2013 

November 26:  Tax legislation pending enactment in Vietnam includes tax administrative and procedure provisions and individual income tax measures.

Tax administrative law changes

Vietnam’s National Assembly on 20 November 2012 passed a bill (referred to in English as “the amended tax administration law”) that includes:


  • A tax information management process to allow for systematic management of taxpayer information, including a system for identifying taxpayers for tax audits
  • Measures focused on the electronic filing of returns
  • Advance pricing agreement (APA) rules

Once the official legislative procedures are completed, the changes are to be effective beginning 1 July 2013.

Individual income tax changes

The National Assembly on 22 November 2012 passed individual (personal) income tax provisions that include increased amounts for personal exemptions and dependent deductions; that clarify and add amounts to the exempt income category; and that provide income from property transfers are subject to individual income tax.


Once the official legislative procedures are completed, the changes are to be effective beginning 1 July 2013.
