Uruguay - New information reporting requirements for large taxpayers

November 14: Uruguay’s tax administration (Dirección General de Impuestos—DGI) issued a resolution establishing new information reporting rules for large taxpayers (grandes contribuyentes).

The new rules are effective 1 November 2012.

The resolution (Resolución No. 2.436, published 23 October 2012) provides that large taxpayers must have accounting records in electronic format and in “plain text” (texto plano delimitado) format available for the DGI.

The resolution does not specify which information is to be maintained electronically, but that the information to be provided to the DGI must include as much detail as possible available to the taxpayer (dicha información deberá contener el mayor detalle posible que disponga el contribuyente). Taxpayers will have five business days to comply with these rules if notified by the DGI that their records are not compliant with the resolution’s guidelines.

The resolution may require taxpayers to update their information systems in order to comply with the rules.
