Ukraine - Customs changes effective June 2012 

June 8:   A new customs law in Ukraine has an effective date of 1 June 2012.

The new customs measures do not impose any conditions restricting or complicating the activity of customs brokers, and a measure to require a financial bond or guarantee being posted by customs brokers was not adopted in the final version of the legislation. Instead, customs brokers are only subject to a license if they conduct certain types of business in Ukraine.


Also addressed in under the new customs provisions are specific rules concerning the clearance of goods subject to excise duty, natural gas, goods subject to stamping by state standard mark, and medicines.


The new measures also change the deadlines for declarations of goods, to 10 business days (from the prior declaration deadline of 10 calendar days). The new customs rules also provide that clearance must be completed within four hours from the time of the presentation of the goods, customs declaration, and required documents at the customs house.


The new rules also implement the Authorized Economic Operators (AEO) regime in Ukraine.
