Ukraine - Update on customs actions 

January 13:   Among recent customs actions in Ukraine are the following developments:

  • The President of Ukraine has vetoed a law amending the customs code on the grounds that the new customs code would “contradict” the constitution and violate Ukraine’s international commitments.
  • A new law has been enacted that significantly increases liability for certain violations of the customs rules.
  • A resolution delegates a number of functions of the State Customs Service to the Ministry of Finance of Ukraine.
  • A new law authorizes the Ukrainian government to define operations with “give-and-take” raw materials in foreign economic relations.
