Russia - Work permit quota for hiring foreign employees (2013) 

November 20:   The government of the Russian Federation issued Resolution No. 1137 (3 November 2012) establishing the number of work permits to be issued to foreign citizens for 2013—1,745,584 work permits for Russia as a whole.

This 2013 quota generally complies with the number of work permits allowed in 2011 and 2012.


In December 2012, the Federal Labor and Employment Service is expected to approve the allocation of quotas and also to update information on work places that plan to hire foreign employees (by company) in 2013.

Moscow work permits

The authorities responsible for employment issues have informally confirmed that it is anticipated that Moscow will approve a quota on work permits for foreign citizens for 2013 of approximately 100,000 work permits and to assign an additional reserve for approximately the same number of work permits. Thus, the quota for Moscow—taking into account the adjustments for 2013—may total approximately 200,000 work permits (again, comparable to 2011 and 2012 data, when 199,778 and 199,755 work permits were approved).


Some employers intending to hire foreign citizens to work in Moscow in 2013 may have received notices from the Moscow Labor and Employment Department in August-September 2012 that their applications on workforce requirements to replace vacancies and newly created work place with foreign employees had been rejected or had been included partially in a proposal on the formation of the quota. These employers may consider certain action steps.
