Romania - Social insurance contributions; customs and VAT measures 

September 27: The KPMG member firm in Romania has prepared reports on the following developments (read the September 2013 reports by clicking on the hyperlinks provided below):
  • New rules on social health insurance contributions - Ordinance no. 88/2013 regulates the functioning of the national system of verification, monitoring, control, and reporting of financial statements, legal commitments, and budgets of public entities and the criteria for prioritizing significant public investment projects. The ordinance also makes changes to the tax law in the area of compulsory social contributions.

  • European Parliament votes to modernize Community Customs legislation, equally applicable in Romania, 1 November 2013 - As part of the European Union, Romania will directly apply the Community customs legislation so that Romanian companies involved in international trade will have to prepare in advance to comply with the new provisions.

  • Amendments with respect to reporting local supplies and purchases in Form 394 - Order no. 2986/2013 (9 September 2013) amends Order no. 3596/2011 on the reporting of local supplies / purchases made by VAT-registered taxable persons and approves the model and content of local sales and purchases lists in Form 394 and no longer allows fiscal receipts qualifying as simplified invoices.
