China - Expanded VAT pilot program implementation dates announced 

August 3:   China’s tax authorities issued guidance announcing the implementation dates for expanding the value added tax (VAT) pilot program (currently in force in Shanghai) to 10 other locations.

Beginning 1 August 2012 through 31 December 2012, the VAT pilot program is being expanded to the following 10 cities and provinces: Beijing, Tianjin, Jiangsu, Zhejiang, Anhui, Fujian, Hubei, Guangdong, Xiamen and Shenzhen. In a joint circular—Cai Shui [2012] No.71 (31 July 2012)—the Ministry of Finance and the State Administration of Taxation announced the following implementation dates for expanding the VAT pilot program and the rules that will apply:


  • Beijing—1 September 2012
  • Jiangsu and Anhui—1 October 2012
  • Fujian (including Xiamen) and Guangdong (including Shenzhen)—1 November 2012
  • Tianjin, Zhejiang (including Ningbo), Hubei—1 December 2012
