Argentina - Tax treatment of credit/debit card, online purchases 

September 21: The tax administration (Administración Federal de Ingresos Públicos) issued guidance concerning the tax treatment of credit / debit card purchases made abroad and of “online” purchases.

General resolution 3378 (Spanish) (published in the official gazette (Boletín Oficial) 31 August 2012) establishes a 15% tax on the purchase of goods and / or services made abroad using a credit card.


General resolution 3379 (Spanish) (published 3 September 2012) also provides for a 15% tax on purchases using a debit card or made online through portals or websites and / or in any way that implies the use of the internet reflecting sales made in a foreign currency.


The tax will be considered a payment of personal property tax for “small taxpayers” and of income tax for all other taxpayers.


The provisions concerning the use of credit cards will apply to purchases made starting 1 October 2012. All other provisions are effective on the date of publication in the official gazette (3 September 2012).
