Hilda Mulock Houwer is the Global Head of Advisory for KPMG’s Energy & Natural Resources (ENR) practice. She led the redesign of the Business Intelligence function of the global ENR Group, developed the business model design for national oil companies and implemented cost optimization techniques at several oil & gas and mining companies.

Hilda has 22 years of consulting and auditing experience in the oil & gas, energy and mining industries. She has provided advisory services across the entire oil & gas value chain and possesses deep knowledge of process transformation, procurement, change management, and financial process redesign. She also has global responsibility for Sustainable Value Improvement and Major Projects within ENR. A frequent guest speaker on topics such as energy efficiency and major capital investments, Hilda also works with organizations and governments to help shape energy policies, including cost transparency of energy, energy efficiency and renewables.

Hilda is a qualified Chartered Accountant and her qualifications include a Bachelor of Commerce (Honors) degree in Financial Management and a Bachelor of Commerce (Honors) in Accountancy degree, as well as several consulting diplomas.

Pek Hak Bin is the regional head of the oil & gas practice at KPMG for Asia Pacific. In 2013 he stepped down as the Country President and Chairman for BP’s operations in Singapore.

A finance-trained oil & gas executive, Hak Bin has worked in different disciplines of the energy industry in a career spanning more than 20 years. He has spent 15 years in BP and three years in Halliburton Energy Services.

Hak Bin is a well-known energy specialist in Asia. He spent five years in China pioneering BP’s investments into China, headed BP Thailand for three years and headed BP Singapore for six years.

Valérie Marcel

Dr. Valérie Marcel

Dr. Valérie Marcel is a leading expert in national oil companies (NOCs), petroleum sector governance and strategic issues affecting the energy industry. She has interviewed over 120 executives from the largest state-owned global oil companies and has published a seminal book on NOCs, entitled “Oil Titans; National Oil Companies in the Middle East” (The Brookings Institution, Chatham House, 2006, with John V. Mitchell).

From 2002 to 2007, Dr. Marcel led energy research at Chatham House. Currently, she is investigating governance issues in new oil hot-spots in Sub-Saharan Africa, as well as advising governments on energy sector governance. Valérie leads Chatham House's initiative on “Governance Challenges for Emerging Oil and Gas Producers”, with the objective of designing governance advice adapted to low capacity contexts.

Dr. Marcel previously taught international relations at Sciences Po Paris (Institut d’études politiques de Paris) and the University of Cairo.
