As China's foreign trade and non-trade activities have developed, issues with cross-border royalties and Customs have becoming increasingly prominent. Due to the demanding technical nature and complexity of such issues, many enterprises are confronting uncertainties in policy interpretation and actual implementation. These include defining and differentiating between royalties and technical services, management of royalties-related Customs issues, and how to manage and mitigate the customs tax exposure related to royalties.
