Chancellery of the Belgian Prime Minister - Agency for Administrative Burden Reduction

 

Understanding the need to quantify the impact of new and changing federal laws and regulations on administrative burden in Belgium, the competent Minister initiated a project to establish a burden measurement office right in the heart of the Agency for Administrative Burden Reduction.  

Prior to the establishment of this office, quantification exercises were executed by different external parties. This did not always yield the most consistent of results, mainly due to the need to thoroughly understand the Standard Cost Model (SCM) methodology underlying the measurement approach.
 

In 2007, KPMG Advisory in Belgium was selected to assist and provide advice with regard to the establishment, management and operation of the Measurement Office. In order to provide policy makers with a comprehensive overview of drivers and options for further reduction of the administrative burden, KPMG produces sets of measurements related to specific policy areas in addition to the case-by-case reports.


The Agency is very open to and highly appreciates the additional suggestions KPMG has made regarding the evolution of the Measurement Office, which are based on in-depth understanding gained through daily involvement in its operations.
