    KPMG has followed the Productivity Commission’s review of Disability & Care services in Australia and prepared summaries on their reports.

    Disability care and support: Discussion paper - September 2011 

    In August the Federal Government gave support for the Productivity Commission's National Disability Insurance Scheme. Considered the biggest social reform since Medicare, it will take 7 years to develop and $13.6 billion to fund.

    Current disability support is fragmented, inadequate and underfunded. The new scheme addresses these problems and will cover everyone who suffers a disability for life-long care and support.

     

    The key tenant of the NDIS is the creation of a new national disability insurance institution that will greatly impact the insurance and financial services sectors with telecommunications, transport and aged care sectors benefitting from new customers.

     

    Key insights

    • The final report proposes a new universal National Disability Insurance Scheme (NDIS) and a new no-fault National Injury Insurance Scheme (NIIS).
    • The Productivity Commission acknowledges that implementation challenges will occur through introducing the new complex framework over multiple jurisdictions with overlapping responsibilities.
    • The Federal Government will provide $10 million to work on the technical aspects of the scheme.
