John has 30 years of commercial and financial experience in infrastructure, project finance, property finance, securitisation and debt capital markets. Most recently, John was Deputy Secretary, Commercial Division, Department of Treasury & Finance, Victoria, where he was responsible for the provision of strategic commercial, financial and risk management advice to the Victorian Government. This included managing the State’s balance sheet, prudential supervision of the public financial corporations, Public Private Partnerships (PPP’s), infrastructure investment, commercial and property transactions and the monitoring and governance of the State’s major Government Business Enterprises. He also chaired the Council of Australian Governments (COAG) Infrastructure Working Group’s development of the national PPP policy and guidelines.
Prior to joining the Victorian Government, John held senior management positions with AIDC, Deutsche Bank and the Commonwealth Bank. He is also a director on the National Advisory Board of Infrastructure Partnerships Australia.
